Under the EPF Act, the employee contributes a minimum of 8% of total monthly earnings, deducted directly from salary, and the employer contributes a minimum of 12% on top. Under the ETF Act, the employer contributes a further 3% of total monthly earnings, with no employee share at all. Combined, that&#8217;s 23% of an employee&#8217;s total monthly earnings moving into these two funds every month, on top of gross salary, and because neither rate is capped, the same 12%-plus-3% employer oncost applies at every salary level.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">&#8216;Total monthly earnings&#8217; for this purpose includes salary, wages, fees, cost of living allowances, holiday pay and certain food allowances, but specifically excludes overtime payments, reimbursable travelling expenses, and incentive or bonus payments. Getting that definition wrong at the point of calculation, treating an allowance as contributory when it shouldn&#8217;t be, or vice versa, is one of the most common sources of EPF\/ETF error, and it&#8217;s exactly the kind of rule an HRIS should apply consistently rather than leaving to manual judgement each month.<\/span><\/p>\n<h2><span class=\"ez-toc-section\" id=\"Where_EPFETF_errors_typically_creep_in\"><\/span><span style=\"font-weight: 400;\">Where EPF\/ETF errors typically creep in<\/span><span class=\"ez-toc-section-end\"><\/span><\/h2>\n<p><span style=\"font-weight: 400;\">Most errors happen at the edges: a mid-month joiner whose contribution needs pro-rating, a rate change that someone forgets to apply consistently across the whole payroll run, or a manual recalculation each month that&#8217;s copied from last month&#8217;s spreadsheet and adjusted by hand. None of these are dramatic mistakes individually, but they add up to a payroll team that spends more time checking its own arithmetic than doing anything else, particularly given that contributions are due by the last working day of the following month, leaving a narrow window to catch and correct an error before a surcharge applies.<\/span><\/p>\n<h2><span class=\"ez-toc-section\" id=\"What_an_integrated_HRIS_needs_to_calculate_correctly\"><\/span><span style=\"font-weight: 400;\">What an integrated HRIS needs to calculate correctly<\/span><span class=\"ez-toc-section-end\"><\/span><\/h2>\n<p><span style=\"font-weight: 400;\">The basic salary definition used for EPF\/ETF purposes needs to be set once and applied consistently, not re-entered per employee, and it needs to correctly separate contributory earnings (salary, cost of living allowance, holiday pay) from non-contributory items (overtime, travel reimbursement, bonuses). Contribution rates need to update centrally when they change, rather than needing a manual edit across every employee record. And remittance reporting should generate directly from the same payroll run, rather than being rebuilt separately for submission to the Central Bank.<\/span><\/p>\n<h2><span class=\"ez-toc-section\" id=\"A_worked_example\"><\/span><span style=\"font-weight: 400;\">A worked example<\/span><span class=\"ez-toc-section-end\"><\/span><\/h2>\n<p><span style=\"font-weight: 400;\">Take an employee with Rs. 200,000 of contribution-eligible monthly earnings. Employee EPF at 8% comes to Rs. 16,000, deducted from salary. Employer EPF at 12% adds Rs. 24,000, and employer ETF at 3% adds a further Rs. 6,000, neither of which reduces the employee&#8217;s pay. That&#8217;s Rs. 46,000 in total monthly fund contributions on a single employee, all calculated correctly only if the underlying &#8216;total monthly earnings&#8217; figure was defined correctly in the first place.
